A public interest investigation was conducted into the use of a conducted energy weapon by a member of the RCMP in Inuvik, Northwest Territories. The investigation followed a complaint respecting an incident that occurred on March 13, 2007, at the Arctic Tern Youth Facility. The officer attended the facility in response to a call for assistance in dealing with a female inmate. Upon arrival, the officer found the inmate lying face down with her hands cuffed behind her back, with several youth officers present. Chair-Initiated Public Complaint: In-custody death of the affected person, in October 2007, involving the use of a conducted energy weapon at the Vancouver International Airport. As Chair of the Commission for Public Complaints Against the RCMP, a complaint is initiated into the conduct of those unidentified RCMP members present at, or engaged in, the arrest at the Vancouver International Airport, and the adequacy of the subsequent criminal investigation. The complaint is initiated with the appreciation that: the RCMP has deployed an Integrated Homicide Investigation Team to investigate the incident; the RCMP has initiated an Independent Officer Review to assess the conduct of involved members, related policies, procedures and training; and that no decision has been taken in respect of the laying of criminal charges. The intention is not to prejudice any of the above RCMP investigations. However, progress as it relates to the investigations underway will be closely monitored so that a timely response to this complaint can be ensured at their completion. A Commission representative will be in attendance at the Coroner's inquest once the date and location are announced.
